The Rotary Encoder is a rare Exodus material. Its base drop rate is low to begin with. Moreover, its exact drop location will be completely random and depend on map rotation. I found one so far in the Medical Storage area of Stella Montis. However, there are other high-tier loot areas you can look for.
The image above has all possible locations from where you can potentially find the Rotary Encoder. Once again, they will be hidden in containers and cases, and you might have to raid a few before you find one. Also, the Rotary Encoder can be found only on the Stella Montis map, as it doesn’t spawn elsewhere.

How to use the Rotary Encoder in ARC Raiders
The Rotary Encoder is a quest item required to complete the With a View quest. You’ll need to put it in a computer and then proceed along the questline. Aside from the quest, there’s sadly not much use for this material.
It’s not a crafting ingredient, so you don’t need it in any recipe. However, you can choose to recycle it for Electrical Components and Processor. As an alternative, you can sell it for 3000 coins if you’re short of cash (of sorts!)
