In Final Fantasy 7 Rebirth, when the party arrives in Kalm, Broden is the innkeeper who takes them in and protects them from Shinra. Later on in that chapter, he’s under the weather and needs help. Here’s how to do that.
I’m going to go into detail, but here’s the short path to success:
Speak to Broden. Speak to Mildred. Build gear. Return to Mildred. Talk to Broden. Hear sadness.
You can start “Where the Wind Blows” partway through Chapter 2. Sometime after the Shinra soldiers leave the area, you can return to Kalm. You’ll find Broden on a bench in the Inn’s lobby, looking poorly. He’ll tell you that a friend of his wants help getting some Republic-era windmills running, and sends you east to meet with her.
The friend’s name is Mildred, and when you talk to her, she’ll tell you that she simply needs a Windmill Gear to get things going again. However, with the Windmills being from the Republic, the gears aren’t exactly made anymore, so you’ll need to build one yourself.
This adds two steps to the quest that aren’t tracked. You’ll need the recipe for the Windmill Gear and a Quetzalcoatl Talon. There are separate processes for these, that I go over in separate guides. I’ll briefly sum them up here, however. The Windmill Gear recipe is found in the Bygone Settlement excavation site, which is discovered by scanning the Cavern Lifespring. The Quetzalcoatl encounter is found by scanning the Wetlands Lifespring East of the southern swamp, with the talon being a reward for defeating it.
Once you’ve taken those steps and crafted the gear, you then return to Mildred. She’ll get the windmill up and running again and express her wish to travel with Broden. After that, return to Broden to hear the sad story of why he can’t do that, and get your reward.
