Each region in Final Fantasy VII Rebirth has its own Chocobo. Gongaga isn’t any different, though it isn’t until later that you finally get your favorite mode of transportation.
Gongaga is the most difficult region to traverse. Its landscape is rocky, and the cliff formations make it almost maze-like. A Chocobo helps somewhat, but you’ll have explored a decent portion of the region before you actually get to mount one.
You can’t really miss Fango. There’s some talk throughout the game that you need to track down Chocobos, and while that’s true for some, Gongaga isn’t like that. You get Fango, the Jungle Chocobo, during the normal course of the narrative.
Midway through the zone, trouble goes down at the abandoned reactor on the south side of the region. Cloud, Barret, and Red XIII go off to check it out. After a short while, the action shifts to Aerith, Tifa, and Yuffie, who need to hurry after them. Cissnei gives them Fango (and some grapple guns) to get them there quicker. Even after the reactor issues are sorted, you get to keep Fango and ride them throughout Gongaga at your leisure.
Fango has the region-unique ability to launch itself from mushrooms. This can get pretty confusing, as it’s required to get to certain places. When in doubt, you should be able to see the mushrooms on the map.
Just to reiterate, in case you missed it: Fango is given to you as part of the story midway through Gongaga. You can’t miss it, and you can’t get there early.
