While this tip pertains to Resurgence mode, I can confirm that it can also be found in the DMZ mode. Additionally, players have reported finding the Rebreather in other areas. These include the Floating District POI, specifically in the garage that connects to the water, and in the aquarium within the Zoo POI.
Once you have a Rebreather, using it is easy. Simply equip it before submerging underwater. As your health begins to decline due to lack of oxygen, press the fire button to activate the Rebreather.
