That’s because they only drop from specialized zombies, like armored zombies.
Additionally, your loot is not your own. As such, it’s actually easier to find these collectibles while playing solo zombies mode, since every skull and bone will be for you. The same goes for multiplayer modes, like Hordepoint. Earning kills isn’t enough to get the drops, which you’ll share with other players. Although the multiplayer game modes are likely more fun, they’re certainly not the optimal way to get skulls and bones. Other players will be constantly trying to steal your loot, which can be frustrating.
